In a bowl, sift together flour, rice flour, and baking powder. Mix half of the water with beaten egg yolk and add to the flour mixture, mixing from the outside to the center of the bowl. Add the remaining water and beat or whisk until blended and smooth. Cover bowl with plastic wrap and let stand at room temperature for 1-2 hours. Just before using, beat egg white until stiff and gently fold into batter.
