Saute onion and garlic in oil until tender (5 minutes). Add peppers, zucchini, eggplant, tomatoes, parsley, salt, sugar, oregano and black pepper. Bring to a boil. Reduce heat, cover and simmer for 45 minutes. Serve hot or cold.
